From Appendix A, Definitions: “Demolition by Neglect: Any neglect in the maintenance and repair of a structure which results in the deterioration of the foundations, exterior walls, roofs, chimneys, doors, or windows; the lack of adequate waterproofing; or the deterioration of interior features which will or could result in permanent damage, injury, or loss of foundations, exterior walls, roofs, chimneys, doors, or windows or so as to create or permit a hazardous or unsafe condition to exist.”
This property is abandoned and is an attractive nuisance and a health hazard. The windows are open all year and a large hole has been cut into the side of the building. The roof has a tarp flapping in the wind. There is accumulation of trash, a junked lawn mower and grill, garbage around the property, and inoperable vehicles.

(c) Demolition by Neglect: No owner of a historic building, or lessee who is obligated by lease to maintain and repair such a structure (other than the interior), shall allow, cause, or permit the structure to suffer or experience demolition by neglect. Examples of such disrepair and deterioration include, but are not limited to, the following"

Forgive me, I'm only a concerned neighbor, not a city official. It seems as if we are splitting hairs over semantics rather than dealing with the multiple code violations at this property that have continued for years. I will contact the office directly, once again.
